Pay off mortgage and increase cash flow?

Is it a good idea to pay of the mortgage of an investment property thereby increasing your monthly cash flow after the property is paid off, or invest in another property?

 Depends on your goals and where you are at. 

If you're still growing and have capacity to manage additional properties, and want to, by all means invest in another property. 

If you're within a few years of when you want to retire and/or are at capacity of what you want to manage, start paying them off to increase cashflow of your current portfolio.
