Rent or flip in "great flood of 2016" market

Hey guys, new to BP and love everything about it. Constantly listening to the podcast and bought 3 of the books listed on here (book on flipping houses, estimating a rehab and rental property investment.) so trying to decide how I want to jump into investing. I'm from Louisiana and just finished putting my house back together from the "great flood of 2016" and seeing plenty older homes on the market. Mostly gutted, some not, and wanting half or quarter of the price. How would you go about finding out who's buying, rehabbing and actually selling these homes? Are they rehabbing? Are people buying flooded, rehabbed homes already? I guess asking a realtor would be the answer but are they going to point me in the right direction. I see contractors in every subdivision so how to find the investors and see what the markets doing? I appreciate your time and input. Thanks guys.
