Liens Discovered at what stage?

Bigger Pockets!! At what point in the closing process do I discover all the liens and have full assurance that my newly purchased home is free and clear of any liabilities or obligations? I'm assuming this will be the abstract and title company? And how do I find out without having to pay them for their full service? I don't want to put a bunch of homes under contract only to find out they all have liens against them and be out all the money I just paid the title company...
