Best Way to Raise Millions

I want to raise a few million dollars for a fund within the next year. My goal is to purchase 600 mobile home lots in the next two years. 

I'm currently in due diligence for a $1.5mm property and have a capital partner putting up the majority of the equity. 

I'm interested to hear those with experience or great ideas on how to achieve this. I've networked with several potential partners over the past few months, but I don't plan on being dependent with one person. My hope is to have plenty of options as I've heard a lot of people are interested until the money is needed. "Sorry, I went overboard on my vacation last month. Next time for sure."

Additionally, I have a few active investors interested in partnering but I'm seeking passive so I can have one off joint ventures or put together a PPM to increase returns and have a promote.
