Has the wholesale formula for making offers in this down market changed?

When I 1st started out learning about real estate mainly wholesaling there was a common formula use for making offers on homes, want was i believe 70%x ARV - 10,000 = Mao. is that formula still relevant today?

@Rod Coleman Your assignment fee can be whatever you want. If you can get a $50k assignment fee, then go for that. The house is worth whatever someone is willing to pay for it.
