Is REI much different from state to state

I am moving from Maryland to North Carolina. I have been wholesaling since June of last year. Haven't close a deal yet! I have been mailing out postcards and yellow letter. Been to a few houses to evaluate (which was great experience) but never any concrete deals. After spending so much money I would get frustrated and stop for a month or 2, then dive back. Same results. No Motivated Sellers or a more experienced wholesaler or investor would seal the deal.

I am moving to Wilmington NC soon. Hoping for better results. Should I do anything different. I may want to focus on Tax Liens. How do I obtain tax lien listings in NC?
