Finding the owner of a property

couple questions here, I've been driving around looking for vacant houses but I've run into some what of a problem. Some of the homes I look them up in the appraisal district(I'm in Houston Tx so I use hcad) it shows up that they still live there. I've looked in the windows and seen them empty so no one lives no doubt. So my question is how do I get ahold of these people?

Next question, is there anyway I can get people's phone number off the internet from their name or address?
