new investor looking into Cleveland market

hello everyone, I'm a new real estate investor. I've been looking on zillow and facebook marketplace. 

there is a big percent of the listings that i see that are in the middle of a rehab, looks like they stopped and now selling,

making me wonder if something is going on with all these unfinished properties ?

how are the building department treating everyone..... does anyone know anything about all of this .

Hey there! I am an investor friendly real estate agent and I have several flip clients who do this.. it's called "white-boxing" the property. They usually buy in cash/hard money since the property won't go conventional, white-box it and let an investor come in with conventional financing and finish it off to usually complete a "brrrrr"
