Class A neighborhood versus Class B

I'm in a more rural area and wondering if a Class A neighborhood or location in a bigger metropolitan area is considered the same as a Class A area in a smaller or rural town.  Or if the small town class A is more equivalent to Class B or Class C in a larger town.  

And with that do you have any good resources or ideas for helping determine the class in more rural areas where there can be less clear cut or obvious designators?
