LAW regarding contacting seller

Hi,
This question might sound rookie but that is how one learn and grow. 
I wanted to verify if there are any laws that restrict a buyer from contacting a motivated/unmotivaed aka ALL SELLERS.
I can simply contact them via phone call?

I wish they got charged if we answer but don’t speak or get charged for every time we reply to a text that’s in broken English!
