Buying Foreclosures.

I found a sight in my area for Foreclosures but it cost to sign up for it, is this the norm? They have a lot that are cheap but I am sure there will be a lot of reno to do on these homes. My question is how do I see one to figure out what might be Reno cost to try and get started in this business?
