We are Building an RV park and are looking for funding

We are a family in TX that owns a private plot of 11acres outright. We are in the county in an area with a lot of retired people around a lake community. There are many RV parks that are doing well here. Lots of full time people retired here. We already have a 50 spot layout as well as work proposals and have actually had some grading done already. I’m looking for some advice for someone to help with a business plan so we can get some funding. My mom currently has the assets but does not want to use them for the park. Any help greatly appreciated.
