Selling duplex in LLC to a 1031 exchange

Hello I have a question that someone might be able to answer or send me to someone who could. My question is if 2 people equally own a duplex in an LLC and are looking to sell it can one person cash out and pay taxes and the other take their funds and do a 1031 exchange? This is in Washington State if that matters at all.
