1031 or Borrow Against Equity to make down payment?

I'm thinking of helping my husband buy an RV PARK (transient construction workers).  He has a free and clear duplex - does it make more sense to sell the duplex and 1031 or to borrow against the duplex to fund the down payment for the RV Park?
