I want to put an offer of 115k on a house of 119k asking price. I also hope they will cover closing costs. My agent told me we may offend them by asking that and not offering full asking price.

Are letters of intent a waste of time in a competitive market when inventory is low? Doesn't this create an opportunity for someone else to come in and swoop the deal out from you with an actual PS agreeement?
