If I buy a a 2014 tax deed from the state ,can the last owner get back the building and land even though it has been 5 years after the redemption period?

If the owners are in preforclosure, can I offer a flex option contract and assign the contract if I locate a buyer without having to notify the lenders? Or will I have to get approval from the lenders?
