Hi BiggerPockets,I found a multi family bank owned property that I want to put an offer on, however, the listing price is more in line with what the ARV would be... is that common for REOs?

I see that some properties in my area (Bronx, NY) are listed as ALL CASH OFFERS ONLY!  Why would the owner care where the funds come from?

How do you know whether a neighborhood is A, B, C, or D? Is there like a list or is it more just subjective based on a common set of criteria?
