I have a rental that needs some odds and ends done on the exterior.  Mostly trim work and a piece of flashing installed on one side of the house.  Any recomendations?

I want to know do I need to pull a permit to have my roof covered with tar flashings, and also do I need to pull a permit to have drop ceiling tiles installed
