What does the private messaging only to Connected Users mean?

I upgraded to a Plus membership, but I am still unable to send private messages. It gives me an error and lets me know I can only send messages to colleagues. Any ideas?

You cannot start a conversation with XXXXXXX until they are your colleague

If I try to PM someone I get this message. However, I can't figure out how to add someone as a colleague.
