Our little town was unprepared for the influx and has just decided to raise taxes 100% causing a lot of unhappy townspeople.  

As @Dan McDougall mentioned, it might be worth exploring other locations for your little community like the foothills (golden, evergreen) or some front range mountain towns.   People

But there are still people who live there, even though the majority of high school and college graduates move away for jobs, these are not ghost towns people still live there and people still rent houses.Investors I've known have bought property in such places, and I've told them to expect no appreciation and expect that when you sell you'll get what you paid and little more.

Anytime there is only one company paying the salaries of the towns people, I wonder if it is smart to invest there. 

That goes for towns, people, and also money, time.
