I think you are putting too much of a narrative to your reasoning and that is where things fall apart. 

Go in with a good narrative about what your companies mission statement and 5 year plan are and you'll have a shot at getting approved.

I don't know if that can be proven, but it gets mentioned time to time and the narrative seems to track.
