California law requires abandoned tenant property under certain circumstances to be sold at public auction.

The local governments and utility companies will address all public space clean up's. 

However, this will be brutal for Non-EU countries including the United States.

Depending on how it is done and what guarantees the government offers and requires of the released entities, interest rates could move slightly higher.
