Do you or most landlords comply with the city ordinance to get their properties inspected & registered by the city?

Are they giving advice about the policy and inspection? 

I do that inspection myself because I know a lot about small residential buildings.

Why wouldn't you be able to have a formal inspection? 

However, the buyer's bank refused to fund the loan, stating they needed to conduct a full inspection—inside and out—to confirm the property still exists.

During inspection they found me at fault and withheld rent for 2 months (that's how long it took to re-inspect).
