Not for any reason, I just didn't think of it... and they had asked for dimensions of the cabinets to replace the fridge anyway. 

. :) A zoning change can take up to 6 months, approval isn't guaranteed (despite Aldermanic support), and potentially cost a lot of money (architectural site / floor plans & dimensioned elevations, zoning attorney, holding costs, etc.) 

Minimum horizontal dimension: At least one wall should be 7 feet long.

There are multiple companies that, given the dimensions and such, will provide a list of everything you need, down to spoons and salt shakers.High-quality photos.

One of the windows has to be at least 24"H x 20"W in dimension and the bottom of the sill cannot exceed 44" from the floor.

Using a queen sheets is a very practical solution since the dimensions are close enough, though like you mentioned it will be a bit long on one side.

This will make it something like this (the dimensions are not accurate, just for representation) plus there's going to be the 3rd bedrooms in the basement, making it 3B2B. 

Variances are only necessary in Philadelphia  when your plans are  not consistent with the allowed use or dimensions.

Size & Dimensions: The room must be at least 70 square feet. 

The only things you need are the dimensions, photos of the plumbing, and a budget.
