In many cases, the services are overly complexed and do nothing but add additional recurring costs to the client (which these service providers often benefit from).

Like everyone else, I don't provide it.

There's no statutory or common law basis to force the builder to provide plans.

Eric, thanks for providing your input; the fact that you were a professor adds to the value of your statement.  

I contemplated appealing it, but I figured I would go after the PM instead, which I plan to do.

.: @Eric Martinyour post makes sense, but i am just not seeing "cash flow" anywhere right now in the first few years of ownership... unless you're buying with all cash, which is what i think you're contemplating? 

I've contemplated just cold-calling some to ask, and would be my next step after some feedback.
