Quote from @David Robert: I recently became aware of a very cheap property (roughly half of after repair value) and upon looking at it in person I found out why it was so cheap: there is severe cigarette damage throughout the 1st floor (basement less so, but not entirely without damage); there is visible dripping tar on every wall and the smell is awful.

City recently did a building inspection and we noticed the tenant is smoking in the unit (cigarettes and marijuana), food waste everywhere leading to building pest issues, and there are 5 people living there now (3 adults and 2 kids).

Smoking cigarettes is also quite legal, and also prohibited under the lease.I think your argument on unit count is a red herring here.

While I use it primarily for noise concerns (it alerts me for sustained +80 decibels), it's also handy for cigarette smoke and tracking temperatures (in addition to our Ecobee thermostat)- sensors on all exterior doors and possibly windows (which you might have via smart locks for the doors)- exterior camsA recent guest for reasons only known to them set the thermostat to cool and 60F in the winter (where it's currently a balmy 11F).
