I would suggest you provide the utilities and internet.

I do not set up TV, internet, or phone for tenants. 

There was no internet.

I’ve seen many other complaints about them around the internet.

Give your guests high speed internet and smart TV's - they can use their own log ins for the streaming sites.

I'm currently building out a couple versions of my own, since the internet is not producing very many good ones.

In the end, people rely on internet for all sorts of things and you want that to be reliable.

from a laptop or mobile phone on one of my SFR's (internet must be hooked up, but most tenants do it anyway and like to be able to monitor the outside of the house remotely, even if there's nothing going on.)

Most 4/2 houses in the area are renting for approximately $2200 and offer washer, dryer, and internet (which I think the builder provided for all new houses in that community).

@Daniel HymanThanks for the idea but another problem I have with using the government internet is a lot of things on websites don't work because of the firewall and network settings so when I try to apply for the account it just doesn't go to anything.
