We call it an ELA (Express Loan Approval) where we can close in 15 days or less because it already underwritten.That ELA will outbid any offer even in some cases an "All cash" close because an "All cash" offer is usually well under the ask price.

The difference is the bank underwrites your file up front and offers an ELA or "Express Loan Approval" which is a guarantee to close in 15 days or less.

I believe you have to register with FEMA first, then you will actually get assistance in the form of a loan from SBA at https://disasterloan.sba.gov/ela/Account/Register1 My friend and colleague @tami dubose is going through the process now and she's the one I got the link above from.
