I own a 17 unit apartment building near Minneapolis built in the 60s and wanting to implement wifi camera system and modernize the access panel (wifi managed).Any vendor recommendations?

I've got about $525K in equity in the property, but lenders have told me that I cannot get a HELOC to access that equity for additional purchases because the duplex was financed as an investment - they have said TX law dictates that HELOC can only be used on primary residences.

Sewer elevations, fire hydrants, setbacks, soil compaction, storm ponds, storm drains, easements, utilities access, road access, etc.  2.  

However, my main question is how investors determine a reasonable target, especially since some investors with access to higher capital are able to target projects with higher returns than the easily accessible passive or traditional opportunities. 

Ended up calling the Jersey City Division of Housing Preservation and in essence the entire home has to be in good order even if certain parts aren't accessible to guests.

Access to water, electricity, etc is kind of non negotiable if you want access to most lenders. 

I can't even access all of my old property reports that I created with the calculator in the past couple months without upgrading to BP Pro.

Also, immediately after the tenant leaves, the access can be changed.Minimizing vacancy is critical.

Also concerning, I just looked at zillow post and the pictures are very grainy and unflattering, even though they should have access to the nicer photos (I have had these for years, see below)..I've also been getting lots of calls form companies wanting me to sell my house.

I have around $100K in liquid capital and access to a $50K HELOC at 6% for the next 10 months before it transitions to a variable rate.I have a unique situation where I earn a living through sports betting, which limits my ability to show traditional income growth.
