@Dominic Petoral you're not going to find everything on your list:(Your price point & funds are going to lead to a Class C property, which you better understand the differences from Class A & B rentals. 

I would go for appreciation in Class A/B area and not try to buy the cheapest properties Class C.

The City of Detroit is block-by-block in many Class B & C areas.In our opinion, zip codes cover too large an area.We use Detroit Neighborhoods, which are much smaller than zip codes.
