But population trend shows it has declined from 75000 to 70000.But for the last two years they maxed out migrants through RNIP program. any tips guys?

I know people have said stay away from the south east and these are some of the neighborhoods that are considered “good” but I feel like the numbers are not great in these areas.

The heavy lifting on that side is over blown I feel like.

While getting a template (likely from another state) may make you feel good, when the time comes for you to enforce the agreement and it does not hold weight will not be worth the savings. 

@Lucas Carl and @Paul Sandhu I had the feeling it would be a waste of my time to create one or an unrealistic expectation of guests.
