Can I flip houses or BRRR in sault ste marie, Canada ?

I understand basic real estate(thank you bigger pockets) and I am building good capital through my salary as a 26yr old with time on my hands. I'm confused if I should fix distressed properties and sell it. Or do BRRRR.I noticed the population drop but every year people are migrating here with roughly 22% of the total population to be 65+. prices are low but I'm not sure if I should either do BRRRR or flip cheap properties.

152 listings. There are lots of students. There is also a large hospitals. I am trying to see if I can get data for travelling nurses perhaps.

Only thing I can think of is calling the HR dept of the hospitals.

RNIP an immigrating pilot program has been extended as well for more months and is said to soon be permanent. which means student rentals and some skilled immigrant workers. That's the future according to articles. But population trend shows it has declined from 75000 to 70000.

But for the last two years they maxed out migrants through RNIP program. 

any tips guys?
