So I want to shake loose the ground that has been tied up, so it can be developed.Let me know if you have run into strategies to shake up ground to development it.  

Most of those people have nowhere to go, so it's part of the process.

I know that I am not the first one to make a post like this so I understand how bringing value to the table can differentiate me from someone else in a similar situation.

You have some great goals and sound pretty adventurous so you are in the right industry lol I love hiking and would love to kitesurf but will start with paddle boarding first.
