Look at your purchase price rental ratios and talk with other investors in the area. 

What you're talking about is a short sale.  

Talk to the BROKER, particularly since the agent is new.  

Talk to the brokers that sell the size of property you are looking to find a manager for.

Also if you talk to them they have some plumbing and electrical guys that they know that can even work with you if you want or give you rough estimates.
