If you hire a licensed contractor the City may be open to approving the pending items via over the counter with simple schematic drawings from a well qualified contractor with extensive experience (with the exception of the energy consultant).

@Jonathan Depa I'm not sure that short term properties are dealt with any different than long term tradition rental properties, but in 2009 Fannie Mae increased the number of properties that a bank or financial institution can finance to 10.
