It tends to draw very troublesome tenants. most of em end up as crack houses with a lot of maintenance problems and expensive turns.

Most foreclosures have deferred maintenance.

Our plan is to hold long term (10+ years) and likely pay it off in 5-10 years to act as supplemental retirement income which we plan to get to with a couple more properties paid-off in Tulsa eventually.Would you pull the trigger on these two properties based on our goals?

Your resident state CA will tax all of your income, including out-of-state gain.

Are you really in dire need of cash/income to live on? 

Third, note that any RE done in a traditional qualified account (SD-IRA, Solo 401K, etc) takes all that wonderful Cap Gain income and turns it into earned income. 

So rental income can be tricky, and you could end up losing value if you're only getting meager cash flow here.
