Because we are a more appreciation driven environment and our cap rates tends to be pretty low (sub 6 for the past 10 years for most small inventory), it pretty much always seems that when you buy the property, the rental unit just covers some of the costs, but give the calendar some time to do its magic and they end up performing pretty well in the long run.

I want to work with a hungry/driven loan officer who knows their stuff and can advise. 

IRR is absolutely relevant, but only after experience and character of the sponsors and downside protection.

Regulations are driven by location and jurisdiction.

Don't get me wrong, I definitely have a good impression of my would-be partner and his character, but neither do I yet know him well enough to have a high level of trust--so on that front the trust is still kind of nascent/neutral.
