great question i havent dont much of this but this would be my 2 cents.I saw this Permitplace.com - This service provides permit expediting and consulting services, and also offers access to a database of permit information that can be searched by location or project type.You can also check with your local government or housing authority to see if they have a database or tool available for tracking rental permits in your area.

I'm guessing the only thing the title company needs the Operating Agreement for is to verify that you (or whomever) has the authority to sign the closing docs.Either create a company resolution that gives you the authority to sign and provide that to the title company, or find a generic OA online and modify it appropriately.

Maybe it qualifies, maybe it doesn't.There is sufficient complexity here that a tax professional should be engaged to determine if you have substantial authority or reasonable basis to use the 121 exclusion based on the face value of the facts and the language of the code and regs.I wouldn't take a tax position here based on free advice...
