@KJ Miller, I agree with @Mike D'Arrigo that Ruskin Heights is worth staying away from, in particular the "curvey" streets, as I call them.

I heard a podcast recently wherein the guest said he finished his rentals so that, basically, his houses were the best on the street and fetched the highest tier rent in their market.

I've also seen them take issue with the attempted placement of propane tanks (only allowed so long as they are not visible from the street - that kind of stuff).If the existing restrictions don't interfere with anything you plan to do anyways, no big deal.
