James, I deal mostly on the commercial and education side but from what I know 903.3.1.1.1 is the only place where they list exceptions and two forms of egress us not one of them. 903.3.1.2 calls out the requirement for nfpa 13r sprinkler systems for group R. if the rezoning is not allowing a grandfather from the original building code that didn't originally require sprinklers, then you are at the JHA's mercy on this one.

Further, my observation so far is the skill to make an accurate determination of ARV and Repair is the sine qua non of the whole system --- but so far I have not seen too much in depth training on those two things... just hey here's what it is generally sorta thing.
