My best guess is that it's some kind of adhesive and the builder went cheap on nailing the subfloor in.

They may also specifically allow things like small nail holes.I assume I will have to paint in between each tenant and are happy on that rare occasion that I don't have to.

I'm sure it doesn't matter if they refuse anything.notices do not need to be signed or acknowledged.If you see them in person, and they refuse to accept, you can just leave it on the floor at their feet.If they don't open the door, you nail and mail.It's really an honor system, where you promise under penalty of perjury that you did serve the notice.
