I want to see if there are any unreported leaks, change the air filters, make sure there is a fire extinguisher, check the smoke detectors, and see what's going on in the unit.  

@Michael Coritz I'm SW with the Air Force and my partner is an ex UH-60 driver, collectively we have over 20 years of service and both retired early through the power of real estate. we don't have connections in south Texas but I want to offer you encouragement. 

I would not flip homes, I would not do short-term rentals, I would not do Air BnB.

The positive here is that the windows, air and furnace are updated.

Tenants can be held responsible for neglect, whether it's failing to vacuum the carpets for 3 years or failing to change the air filter. naturally, everything depends on your state laws, the quality of legal counsel, in the mood of the judge on that particular day.
