I guess my question to you more experienced investors, should I should I buy the home now and assume the issue won't be significant considering the past 13 years of ownership, or should I apply for the conditional use permit and only purchase the home when that is approved?

On a side note, I see your signs all the time, much respect.

What you need to do is issue parking permits and make a sign , any car parked without a permit is towed .  

Contact a local tow company and see if they will put up one of their signs on your property.

They give up to 48 hours so sign the purchase agreement. 

For signing a contract to purchase this house, should the seller's name on the contract be only the widow?
