I know everyone's opinion on how this role would be laid out is very specific to the person but any insight or guidelines on how you feel this position is best laid out would be very helpful.      

Specifically trying to connect commercial buyers and seller. 

However, this is not specific legal advice, just my opinion.The overall theme of what others mentioned is about right, the main thing it seems you are concerned with is how this all plays out as you fund the LLC from the HELOC, go through the repair process, sell, and rinse/repeat. 

@Wang Windy  Regarding rent control, know specific laws for each city and keep your rents up to market rates and you should be fine. 

Depending on your specific situation, a c corp managing things could make more sense from a tax perspective.

That is what I’ve been seeing so far- what other way do you recommend for filtering through 100s of properties before doing a full analysis on specific ones.
