It's the worst time because of demand saturation. well in bad times credit gets very tight to stops.. so if you don't have cash or the ability to pool cash does not matter your fico or anything else the capital via loans is simply not there except for the most experienced and the ones with the best liquidity and balance statements.

We drove by the house to see it in person first and found several sort of big things wrong: the gravel driveway was more grass than gravel, the back yard was about 20 feet from door right up to railroad tracks, and (BIGGIE) my hubby went around the back and saw char on the back of the house, seemingly from a fairly recent fire (which wasn't disclosed on realtor (dot) com of course).

In fact rents at $1000 or below may go up during a recession as the rental pool will increase causing rents at those levels to stabilize or go up.
