I'd like to take legal action against the tenant to collect the amount I'm owed, but I don't think I can file a small claims case, since the water bill account is in the owners name (the account must stay in the owners name for legal reasons).

You asked about the benefits of this to sellers:  I'd just like to add that sometimes, depending on your financial situation/history, outright selling sometimes doesn't have the huge tax hit "they" keep telling you.

Presumably the tenants payments would allow you to save a chunk towards the second tranche, if you will and you have that time to earn, borrow, etc. more cash separately. 6% is a very good rate right now so I’d sweeten the deal with a pre-payment penalty, say 3 years?

And even afterwards I’d recommend self managing if you’re in the area.
