Without both of those I would require a large discount on purchase price to make me want to deal with what might go on.Aside from that, when I've inherited tenants I always go meet them and introduce myself as the new property manager and ask if there were any issues that were not taken care of prior to me taking over.

I always hire a Land Planner to make sure that my project will meet the published guidelines of the P&Z, I always go door to door to those that are directly affected, introduce myself, tell them my plans and ask them if they have any concerns or questions.
