Does anyone have experience in this market and can recommend good local managers?

@Alyssa PizanoThere will be some good areas in CA and there are also markets outside of CA that have fewer restrictions and less saturation. 

I have roughly $10,000 and I'm looking for ideas on how to get started flipping houses in my local market.  

Alternatively, you can wholesale and use that amount to start marketing.

@Becky FrommIf you took your mom off the deed and the loan you could possibly get someone to give you a first on it as a DSCR or private / hard money but then your interest rate is going to be pretty high (double digits)

And when you market your home for rent...if the other properties are at the same price but look better than yours...that means they will rent first. 

In Portland about 1960 ish someone knocked them off and built not sure how many lets say 500 or so and they are called Rumor's these in the PDX market will sell for a premium but maybe 50 to 75k over same area and sq ft.

This is not to say this is the only successful method of real estate investing, but as I'm sure you're well aware, with current interest rates and overall market conditions, sourcing and acquiring LTR deals is difficult unless you're going off-market.
