Such request shall: (A) Be in writing; (B) State the address of the real property for which water was supplied; (C) Be delivered to the billing address of the public or private water supplier by certified mail, return receipt requested, statutory overnight delivery, or electronic means if electronic communication is permitted by such supplier; and (D) State a return address or e-mail address to which the statement reflecting the moneys owed is to be directed. (2) Any request transmitted by electronic means shall be considered received on the first business day following such transmission. (3) The public or private water supplier shall furnish such statement to the requestor by certified mail, return receipt requested, statutory overnight delivery, or electronic means if electronic communication is provided by the requestor within ten business days of receipt of such request.

I have direct lines of communication with Brokers in markets that we are targeting.

He's paid late three of the eight months, but aside from that and poor communication, he's been a decent tenant.  

I read one person say they use POA to change the address of all communications to go to them, then when the check comes, they use the POA to deposit it into their account no problems.

Thanks for the responses @Matt W. and @Adam Schneider - Being that this is my first tenant to not pay on time and communication has not been easy, I see the writing on the wall and will proceed with eviction.
