This sounds like a pretty straightforward issue to me -- it seems like this will functionally be an "interfamily transfer" due to the relationship between your brother and your grandmother.   

I have found a guy who is reliable but he is not licensed, will that be an issue?

Partnership: I believe there must be an agreed-upon on who does what or who decides on what, and that there must be an element of trust between partners!
